I dont think this should be merged with 'regulation', mainly because it has just been split off from that page!

There might be a case for putting 'regulation' in as a subsection, since legal regulations are one part of the regulatory process. Before the split, regulatory processes was part of the article on Regulation, and the balance didn't seem right. Sorry about all the ambiguity here! TonyClarke
